    • This body comprises the leadership of each member nation or its ambassadors, as well as ranking military leaders.

The Alliance of Lordaeron was formed after the horrors of the First War and only barely before the Second War. In its earlier days, it was under the patronage of the Kingdom of Lordaeron. Over time and because of governance disagreements, especially over taxation for the orc internment camps, it lost several members. It barely survived the start of the Third War, but lost the Kingdom of Lordaeron to the Plague of Undeath and Dalaran to demonic attack. Much of its original central leadership died by the end of the Third War.

Many northern survivors escaped to Kalimdor under the leadership of Lady Jaina Proudmoore. These people would become the veterans of the Battle of Mount Hyjal and have unique experience against the undead and the demons, which the southern members of the Alliance completely lack. In many regards, these veterans view themselves as the heirs to the Alliance and do not see the remaining kingdoms as something that matters, even if they mourn their old homes. The western Alliance is now at odds with the eastern Alliance, effectively divided by a common cause.

Stormwind is the last remaining human kingdom in the Alliance. It had been rebuilt and repopulated after the Second War, having been destroyed at the end of the First War. Its citizens have seen much over the years due to relentless Horde aggression. This has led to an increasingly martial society with an emphasis in service to the Stormwind Army or various supporting organisations, such as the Church of the Holy Light.

The kingdom has become ever more unstable in recent years due to increased taxation to support war efforts and a lack of protection for the common man while the Army is always elsewhere.

The Kingdom of Stromgarde had stood for ages. It is the seat of the first human empire and has played a major role in countless events. It proudly joined the Alliance at its creation during the Second War and even withstood the undead at the start of the Third War, but then King Thoras Trollbane died mysteriously. Pressure mounted from the Syndicate, the Boulderfist ogres, and the Witherbark tribe, chipping away at the kingdom until its collapse; Prince Galen Trollbane did not have the skill to hold together what remained.

The League was formed by the survivors who stayed. Though nominally led by the Prince from the remains of Stromgarde Keep, in reality it is led by Sir Maximus Adams from Refuge Point. It struggles against the Forsaken Defilers, who seek to annex the territory for the Forsaken Kingdom of Lordaeron. The League's members are bound by honour to stay within the Highlands until the kingdom is recovered.[1]

    • Representatives are often sent to more distant areas with notable high elf populations, such as Theramore.

The Guardians of Hyjal are highly decentralised, though the leadership does meet specifically in Moonglade as needed. The various night elf factions were not separate, but, in fact, lived side by side and exercised authority where appropriate. This was not always perfect and actually left the population disorganised when faced with the return of the demons during the Third War, but in previous times it worked well. These organisations were, however, largely split by sex. The Sisterhood of Elune and the Sentinels were female-only, while the druids of the Cenarion Circle were male-only. The recent devastation has allowed some loosening of this rule, but there has been little overall change or even acceptance.

Many other creatures of the forests came to aid the night elves while the demons marched on Hyjal. Historically these unions did not last long, being mostly out of the convenience of mutual defence, but times have changed drastically. Vile greenskins killed Cenarius, ancient forests were burnt or corrupted beyond recognition, foreigners encroach upon traditional borders that have held for millennia. These facts are simply unacceptable. Through entreaties by the night elves, an unprecedented federation formed.
